How do i get rid of red dots on black clothing?

I have a black dress that one day after washing had a red spot on it. After multiple washings the spot still cannot come out, like the dress has been bleached in one little spot. Yesterday i dyed the dress black again to try to get rid of the spot, but it still hasn't come out! Does anyone know why it happened or how to get rid of it? Thanks
The dress is 100% viscose, if that means anything..

Sounds like a spot of bleach got on it and removed the color.
There is no way to fix it. The dye will not absorb into the fabric.
You may be able to actually use a black permanent marker, if the spot is small.
Put a dab of black marker on the spot . It should cover it, and it will be alot less noticable than the red spot.
