How to get rid of Raw, Dry, Red skin on penis?

My girlfriend and i have recently stopped using condoms during sex. After a couple or weeks the skin on my penis under the head an near the base got really dry. Near the base its fairly itchy and during and after sex can sting quite a bit. I've been using Vaseline petroleum jelly and this gold bond sensitive skin lotion. It been two weeks now and its still fairly dry. Is their any product that will dry it up complety?
putting on hydrocortisone if i dont have exzemy doesn't have negative effects does it.

you are describing the symptoms of eczema. try hydrocortisone 10 or 15 its an over the counter cream that costs like 5 or so bucks. if that doesnt clear it up then go to a dermatologist. i know its embarrasing but if its something else then might as well get better quicker.
