Very red, almost enflamed skin around the head of the penis?

Hi all, I am wondering if you guys have any thoughts from your wide variety of experience?? My son has been struggling with a rash on his bottom that the doctors say will go away. However, today his penis is red and enflamed looking on the skin around the head. He is 9 months old and was circumsized on the 3rd day but the Dr. did not remove enough skin so.... he is like, half circumsized. Just enough extra skin to cover the rim of the head of the penis but nothing more. Okay, so he does not seem to be in pain or bothered but it looks concerning and the hospitals are all closed where we are. Oversees. Any experience in this area???

i think he should see the doctor before he trys anything his self because he could infect it

put some kind of cream on it, not a perfumed one, try vaseline (petroleum jelly) or sorbelene cream, or zinc cream you can get these from your med shop, for now if its not cold where you are try and leave him without clothing on the bottom to air it and it will dry up, wash it with something mild and pat dry then air...put the same cream on his bottom too.. For now dont give him any tomato or oranges because its acidy and burns the bottom...
