 How can I get highlights/lowlights like these (picture included) light brown

This is me, a little while ago. I put those "streaks" in with photoshop or something to see if I'd like it. and I really do. What's the best way to get this done, should I do it professionally? If anyone has any comments or pictures of a similar hairstyle please reply [:
